There are some commands that might help:  CPYFRMPCD, CPYFRMIMPF, 
CPYFRMSTMF.  They each have their place, read them all and try to make an 
informed decision.

I would start avoiding QDLS and start picking another directory.

There are also API's you can call from RPG to read these files directly.

Hello.
In our company we have a PC application that places documents in QDLS.
I have to make application in RPG or CL that places data from these 
documents
in DB2 files. Do you know how can I do that?
