The best way is to use the APIs to do that.
To retrieve the serial number call the 'QWCRSVAL' API.
To retrieve the number of records you can use the 'QUSLMBR' API and then
read back in each member description, or if only one member is in each
file, use the 'QUSRMBRD' API to retrieve the member description.

How to call these APIs has been covered to death on this list.

Two questions :

(a)In an RPG/400 (sorry no ILE) program, I need to retreive the system
name. 
How do I do that ?

(b) In the same program, I also read a file (oufile of DSPOBJD) that has
a 
list of files in a library. I need to determine the number of records
for 
each file I read. The DSPOBJD gives you the size of the object but
doesn't 
have the # of records. Ho to retrieve the # of records ?
