This is currently true (it is at V4R5 with the exception of also having the Java interoperability feature) - but it has not always been so in the past. I have often used VARPG to help me develop teaching materials on a new release before it became generally available. The next release of WDSc (March ?) is supposedly a full V5R2 release, although I have not yet had chance to confirm that. It is certainly the VARPG team's intent to keep up to date - which is great news. There are a number of good apps written with the tool including some commercial ones. One of the best (a BPCS type package) is sadly only available in Australia right now but if you check out www.versatile.com.au and look at the ACE and SPS listings you can see what these guys have done with the tool.
