Just wanted to comment on this even though I think you mostly said it in
jest.  Java performs very well when it has all of its classes loaded and
when you don't have to start the JVM.  You can achieve this on the iSeries
by using Tomcat or another application server, WAS maybe. . .  The first
call is going to be the only one that is slow and after that it performs as
well as RPG.  I have not done any sophisticated timing on this, so it is
based on human perception and not actual programmatical time-testing.

I agree that calling Java directly from RPG is incredibly slow though.  I
have yet to find a way to make this happen faster.
