The message file is like a User Index object. The message ID is the key,
and the associated space for the index contains the message data and
information.

Have you looked at the API documentation? I would think there's an API
for this type of thing.

I have an old C/400 program that reads a *MSGF object. I think it still
works today, but there may be security issues at level 40 security or
higher. I used it to create a RTVMSGD command which retrieved message
descriptions from the actual object.
