Normally the editing tools, SEU and Code/400, do the locking for you. One user can edit and the other can only browse. Are you finding otherwise? However if you are asking how do I find out who is locking a member for edit, kick them out, and edit it myself first you need to ask yourself a question: Are you bigger, or better armed, then they are? Because if you are you can then do a WRKOBJLCK for your source file, after getting that screen up you can then hit F6 for member locks. Write down the job name, user and job number. Then take the ENDJOB command, fill these in, and change *CNTRLD to *IMMED and this should fit the bill.
