I've done that... but if you're maintaining legacy code or you need the
compatibility, then no. I think you can now put the keyword in your H
spec anyway.

Would it be advisable to change the command default for CRTBNDRPG to
DFTACTGRP(*NO)?  Or are there times when you don't want this?
