It works fine on my system... I create a 1A SST off of a 4-digit number, just as you did, and I'm able to chain/setll/reade using a 1A variable. Is it possible that you're referencing the wrong file? Maybe you forgot to change your F-spec, or factor2 or maybe there's an override in effect? Otherwise... your DDS code looked exactly like mine.
