Do not get me wrong, I agree with your idea. It should be THE solution.
Better for everyone. Easier to adapt and to integrate with other languages.
They (read ibm) are already working a bit like that but are still too
carefull.

In my humble opinion, i say that opensource programming will make a
difference in sharing and developing software and standards.

since websphere is bundled, an open source rpg compiler that needed the WDS
bundle to run would cost IBM nothing. and to the degree it would make the
iSeries more usable, it would increase revenue.
