I believe one binding directory for every program is overkill and way too much maintenance. A service program in a binding directory that isn't used by the program in no way affects the final program object, not in size or execution. By referencing your compile options in the H spec there is no need to do the CRTPGM step anyway, all compiles can use the CRTBNDRPG single-step compile.
