The reason the compiler complains is because CONST says the variable cannot be changed but if you have a pointer to the variable (via %ADDR) then you could change the contents of the variable via the pointer therefore the compiler won't let you take the address. In this particular case you should use OPTIONS(*NOPASS) and check %PARMS.
