The DATFMT keyword on the H-spec has no bearing on the format of the date
value delivered by the TIME opcode.  (Neither does the DATEDIT keyword.)

The format of the TIME value is dictated by the system value QDATFMT, which
may be overridden at job level by the CHGJOB command.

Are you seeking to place the system time/date into Date/Time variables,
(data type D or T)?  If so, you can use the *JOBRUN value on the MOVE/MOVEL
operations to achieve the conversion desired.
