In America we would read 18,5 as 18 total digits with 5 of them to the
right of the decimal place.  However in other countries, which use the
comma as the decimal separator, they may read that differently.

We are creating some documentation for our standards and somebody made a
comment on how to notate a field that is 18 long with 5 decimal places.

I said it should look like this:
Price     18,5  (18 total bytes with 5 that are to the right of the
decimal)


The other person said it should be like this:
Price     13,5 (13 + 5 = 18)

Which is correct, or are both correct?
