Bruce, The database APIs are another way to do this. You probably know that the format returned by those APIs is a little convoluted. The open source iSeries-toolkit at www.iseries-toolkit.org contains a retrieve file description procedure that hides the complexity of those APIs and makes it easy to retrieve file descriptions without resorting to an outfile.
