Use Rexx.  It supports subroutines.  It doesn't have support for the newer
data types but I'd rather see that support added to Rexx than to CL.

All of this can be done with Rexx although it does have limited built-in
file support.  That support can be added programmatically and I would like
to see IBM add full file support to Rexx before it adds additional file
support to CL.

And Rexx is better suited to complex jobs that CL simply cannot do well
because it lacks decent control constructs.
