Is it possible that you have write access to the directory that it's in,
but not read access?   Then the file would be there, but you wouldn't be
able to see it.

It's really hard to say what the problem could be without seeing the code
that produces the problem.  But, frankly, I find it very hard to believe
that stream files just don't work on V5R1.  If that were the case, the
problem would've been detected and fixed a long time ago.
