There was a good discussion about this a while back. Go to
http://archive.midrange.com/rpg400-l/200105/threads.html#00067 and look for
the thread called "I hate activation groups". It doesn't address the CGI
considerations specifically, but it was a very good discussion of the
principles behing AG's.
