If you specify fromrcd(1), CPYF works.  For example:

CPYF FROMFILE(TEST1) TOFILE(TEST2) MBROPT(*REPLACE) FROMRCD(1) FMTOPT(*MAP
*DROP) COMPRESS(*NO)
