I do this using FTP and CPYFRMIMPF.  FTP the csv file to the AS400.  Create
a PF with fields laid out exactly like your CSV.  Use the CPYFRMIMPF to move
your FTP file to this PF.  It works beautifully, even to the mapping of
decimals.
