It turns out that OS/400 has APIs that been around for a while to a achieve
this.
It can even be done quite simply from CLP. The APIs to call are
QHFOPNSF,QHFWRTSF,QHFRDSF,QHFCLOSF.
Note that these apply to the traditional folders, not to files in the IFS.
