Well the whole point of a service program (SP) is that it is referenced by other programs to avoid duplication. To "include" it in any physical sense would defeat that objective. This is what binding directories were invented for. You'll also note that you can reference a Binding Directory directly in the RPG program's H-spec so it simplifies the build process as you don't ever have to do a CRTPGM and remember the names of the SPs.
