For us, all procedures a evaluated as to whether or not they apply to a specific program or to multiple programs. If they apply to multiples they go in a service program based on their classification. Date routines, math routines, pricing routines, etc. may be in one or more service programs. If the proc applies only to a specific program, then the developer can, at their discretion, decide if they need it to be a bind by copy (copied into the program) or a bind by reference (stored in an application-specific service program).
