Nope.  I cut and pasted your code on VRM440 and it works as expected.  Five 
iterations of each loop.  int is 6, zoned is 6, packed is 6 after all for 
loops are processed, and int is 5 after the dow loop.

I suggest you check the execution in debug or look for some RPG IV PTFs.
