I'm not really an expert, but I ran into a similar problem with functions:
 I found that 

SELECT MAX(VALUE) AS MAXVAL FROM FILE1 WHERE MAXVAL>100

did not work, but

SELECT MAX(VALUE) AS MAXVAL FROM FILE1 WHERE MAX(VALUE)>100

did.

I don't know if the same type of thing would work with CONCAT, but it
might be worth a try. . . .
