embedded sql-substr of flat file

Ok, all my sql guru friends 

here is my situation. 

I have an embedded SQL program that uses a flat file.  I need to seperate
the fields out of the flat file via SUBSTR.     
here is the declare of my cursor, 
I want to print the fields GRADE, LAST, FIRST, ETC. but it won't let me
print these fields.  it tells me they are not defined which i guess they
really aren't, but i'm not sure where to go from here.

+ DECLARE FULCURS CURSOR FOR SELECT SUBSTR(TOTRCD,7,1) AS GRADE,

SO, how can i substring a flat file and print the resulting fields.
