Bad news Dave. There aren't any hex-values for those functions per se. Every email client will have a different way to represent formatting. That's why you're seeing recommendations for HTML. It *may* be possible to disassemble an email with formatting and discover what your client needs, but unless the client supplies a published interface, don't expect it to remain constant over multiple versions.
