It will be on, but your CL1 should not execute... for example...

C     if (L1 = *ON)
 * this will execute on the first read:
C     endif

CL1   this will not execute on the first read unless the file is empty

Then again, it's been a while since I've done that, but I believe that's how
we did it.  In the IF statement we would print any necessary headings and at
the CL1 we would print subtotals.
