As others have shown you, you can use a prototyped call for a program, but
optional parameters don't depend on that.  The trick lies in knowing how
many parameters have been passed to you and only using those that were
actually passed.  %PARMS does the trick in RPG IV, but it was possible even
in RPG III (I think it was field *PARMS in the program data structure).
