Jim you can certainly use a PI/PR combination in conjunction with the EXTPGM keyword to replace an entry plist, but it is not necessary just to use optional parms. If you use the %Parms built-in to test how many parameters were received (and thereby avoid "touching" any that were not passed) then any RPGIV program can handle optional parms.
