You are correct except you should forget the word "module" in this context.
The _service programs_ are loaded (if not already present in the job) and
linked to the program at run-time.  It is _procedures_ that are called -
Modules are just a convenient container that hold the procedures between
the time that the compiler creates them and when they are subsequently
bound into a program or service program.

It is for this reason that modules can be deleted once they are bound in to
the (service) program.  This of course is exactly what CRTBNDRPG does - it
creates the module - creates the program from it - then deletes the module.
