So if I use a /COPY in an /INCLUDE, or a /INCLUDE within a /INCLUDE will
that now work?

Sorry Rob, but the problem is that SQL already does expand /COPY.  By
"expand", we mean "open up the file and use the information in it".
Since SQL doesn't like nested /COPY and other things related to using
/IF, we came up with /INCLUDE to prevent SQL from looking inside the
included file.
