The best way would be to write a CGI that will work the same way that
your inquiry program works.  

Your message, however, implies that you want to somehow take the output
of an existing program, rather than reading the files and doing the 
necessary calculations yourself.   

If that is the case:

1) You could use a java applet to allow your web server to function as
   a 5250 terminal.   The user on your web page would have to sign in
   to your as/400 and log on, just like he was at a terminal.   This 
   would be very easy to do, but probably wouldn't fit into your
   web page nicely.

2) You could write a (fairly complicated) CGI script that would
   actually log onto your AS/400, run the program, and parse the
   results -- converting them to the format you wanted.   This would 
   almost certainly be more work than rewriting your inquiry from
   scratch.
