The Save(*YES) on the sending system says whether or not the spool file will still exist on the sending system after being transmitted, and does not effect the receiving system at all. What we are doing here is we create a separate output queue on the receiving side that is not attached to a printer. The spool files will go into this output queue and remain there until a user on the receiving side changes the spool file to whatever properties they want (save(*yes) dev(p1), whatever).
