Try 

update bpcsusrf/gld77i set ftpdta = substr(ftpdta,1,13) || '7' || 
substr(ftpdta,15,??)  where ftpdta like 'ga%'  (?? is number of remaining 
chars) 

Your where clause could also be

where substr(ftpdta,1,2)  = 'ga' (if like complains)
