the syntax is :
substr(<fieldname>, <start>, <length>)
where length may be omitted for the rightmost part

         update qtemp/test
                 set f1 = substr(f1, 1, 60) || '*' || substr(f1, 62)

takes the first 60 bytes concatenates with "*" and then
concatenates the rest from byte 62 for the field named "f1",
i.e. it replaces byte 61 with "*".
