Jim, I think you've been lucky, or maybe you've had occasional
problems and not known what caused them.

I'm not sure what you mean by the "system arbitrator" but semaphores
and mutexes are two ways to handle your own locking (RPG IV uses
mutexes to enforce THREAD(*SERIALIZE).  Here's some documentation
