Ken,
If you are asking if you can end an activation group without having to
perform a RCLACTGRP (from outside that activation group) the answer is yes.
There is an API CEETREC. Here's a link that may help.

I need to change a library list while RPG/any programs are still resident
following the RETRN/RETURN operation.

IBM's manuals imply that the RCLRSC command functions differently with ILE
and especially service programs.

So far activation groups have not been addressed within the application.
The CRTPGM command created the service program with ACTGRP(*NEW) parameter.
Most additional parameters are also at 'Factory Settings'.

Has anyone accomplished the termination of resident programs in this kind
of environment?
