I did this in a program years ago except I specified the sequence internally.
It was written in RPG/400.

In the H Spec I specified S in the Alternate Sequence field.

at the bottom I specified:

ALTSEQ  C1F0C2F1C3F2C4F3C5F4C6F5C7F6C8F7C9F8D0F9D1C1D2C2D3C3D4C4D5C5
ALTSEQ  D6C6D7C7D8C8D9C9E0D0E1D1E2D2E3D3E4D4E5D5E6D6E7D7E8D8E9D9F0D2
ALTSEQ  F1E3F2E4F3E5F4E6F5E7F6E8F7E9

All,

I'm trying to get a text field to sort so that '3'
comes before 'A'.  I can do it through Ops Nav ISQL by
selecting sort sequence by language id and shared.

Can't do it in RPG, though.  I have altseq(*ext) in
the h-specs and I compile the pgm with
SRTSEQ(*LANGIDSHR) and LANGID(ENU).

Doesn't help.  Any ideas?
