Files cannot be defined in sub-procedures.  That is procedures defined at the end of a program.  Now if you mean external procedure, Yes then are local to that external procedure.  Files defined at the top of a program are global to the program and all procedures coded in the same module. 

If this is not so, I am really confused and other will correct me.

I'm chaining to a file in a subprocedure and using values from that file as
key values to another file. But when I chain the second file I'm getting a
