The message is actually informative.  It says no descriptor was passed so how 
can you retrieve something that isn't there?

You may need to inform the compiler that it must pass operational descriptors 
by specifying OPDESC on the prototype definition for your program/procedure.

Is parameter 1 actually passed to the program/procedure that invokes CEEDOD?
What language is calling the program/procedure that invokes CEEDOD?
