Joep and Jon, thank you for responding to my question.  If I'm following you correctly: 
In an OPM CL pgm, 
OVRPRTF QSYSPRT SAVE(*YES) HOLD(*YES) OVRSCOPE(*CALLLVL)
is equivalent to
OVRPRTF QSYSPRT SAVE(*YES) HOLD(*YES)
Either override should be in effect for RPGIV pgms running in the QILE AG. 
DLTOVR QSYSPRT LVL(*YES)
is equivalent to 
DLTOVR QSYSPRT 
 
In essence, if the OVRPRTF cmd and the DLTOVR cmd are issued in the default activation group, the pgm behavior should be the same as OPM.  The overrides will be in effect for the RPG IV pgms running in QILE, and then the overrides will be deleted.
Is that correct?
