If I understand you correctly, you are coding the UsrOpn at the beginning
of each procedure or module in the service program. So, if a procedure is
called for the first time it will open only the files that it is coded for.
Do you use %open to check this? If so, what is the cost of %open?

I do it so that the service program only opens the files that actually get
used. And so that all the files used in a service program aren't opened at
activation time which can be noticable if a service program uses a lot of
files.
