The problem is that you are trying to write a record whose key-field
values are the same as the key-field values of a record already on the
file.

If TEST28 is a keyed physical file, look at the key fields specified on
the physical file.  But whether TEST28 is keyed or not, look at the key
fields specified on any logicals built over it.  To determine whether
there are logicals built over it, use the DSPDBR (Display Database
Relations) command.
