You need to use Create Device Desc (Intra) (CRTDEVINTR).
Such device does not require controller.

Did you try the controller as *LOCAL.  Check out the help.  I seem to have
lost my working config and do not have the time right now to recreate and
test.  I will be doing this for a new comm pgm comming up in the near
future, next week.  But for now try the *local on crtctlappc
