Perhaps we should beef up the wording in the Reference Manual, but %CHAR was intended to provide simple formatting of numeric values in a "natural" format, with left sign, no leading zeros, and no leading or trailing blanks. This is intended for building strings of text. If you want more sophisticated editing, use %EDITC or %EDITW.
