It is not possible to pass numeric parameters from the command line with CALL PGM 999 in another way than packed 15, 5 decimals as you do not tell anything about your value. The command line has to put it somewhere - a 15/5 field is a goof choice. When one wants to call a RPG pgm from the command line without an CL, one writes a command, and it works.
