I'm kinda confused by your question.  Your first program creates some files
in QTEMP and then submits a job.  You want the files created by the first 
program to be accessible by the submitted job?

From what I understand, the files should be accessable.  On our system we
do the same thing, or close to it, and the files are accessible.  This is
an OPM program, though, so maybe you need to make sure the submitted job
runs in the same activation group as the the calling program.
