snce there is no doubt that it is happening, my initial
suggestions of auditing/journalling will certainly help point
the finger to the person(s) and program(s) involved.
An alternative to changing the SIGNOFF command default to
LOG(*LIST) (which is perhaps a bit drastic) could be the following
Cl program (change the user to whoever):
