I agree that it is not a matter of one -or- the other, but you have -both-
available to use when appropriate.

In our scheme of things, we pass parameters from a high level program to a low
level function.  Program to program, or maybe better stated, user operations log
last used to the LDA.

We have a mapped LDA so that a user can log off, go to lunch, log back on and 
the
customer that they start with is the last customer they worked with.  They can
pick up where they left off.  LDA is one of many methods of achieving this.

BTW, we pass numeric parameters all the time, program to program, RPG to CL, CL
to RPG, RPG to RPG, and CL to CL and have never had to define them as 15.5 since
the S/38 V2 when we started trying to.  The only exception is the call to 
QCMDEXC
which -expects- a 15.5 command length parameter.
