Not true. *ACTGRPDFN means (as the help text you posted points out) that if the OVR is issued in the default if has call level scoping - and is therefore visible to the ILE programs as well as the OPM ones. If issued from a named AG it is only visible within that AG and therefore not visible to OPM programs.
